What is the significance/purpose of this number on a Motor Tax disc?

For example, on the one below (image posted on the AA's website) the number is K 07027968.

    Motor20Tax20Disc.ashx?w=300&h=262&as=1

Is it a unique identifier, applicable to only one tax disc?

Yes, otherwise anyone with the right equipment could forge a tax disc and there would be no way to trace it back to the office which issued it.

The same applies to most Government documents, including your passport and driving licence, both of which have two numbers, one to track the paper itself and the other which applies to you personally
