Amber flashing lights on breakdown trucks

A poist today, Fire Engine Sirens On Main Road, got me thinking about breakdown trucks with amber lights flashing, as they drive along with the brokendown vehicle on board. When are trucks allowed to use their lights?

On a motorway or any road, while working on a breakdown, yes, it is a warning to other drivers that there is a problem ahead.

But a breakdown truck with broken down vehicle on it or towing a breakdown behind it (using the lift for the front wheels) is not any worse than a car towing a trailer or an artic.

So what is the law on using these flashing lights; I find them very distracting when there is no need for them?
