False complaint in a solicitors letter.

My fromer neighbour has recived a letter from my former landlord claiming that i made a complaint about his dog. he is now getting evicted in 28 days. However i never complained about this dog as a matter of fact i love the dog but yet in the letter it states that we made the complaint. Surely this is not legal?
