I've applied for Jobseekers and HSE won't help while processing

    For a while now I have been a dependant on my wife's supplementary welfare payments from the HSE. Since September I have been trying to start a business (which is in pre-revenue).
    My wife's payments were reviewed a two weeks ago and because I am trying to get a business off the ground they stopped all her payments (rent allowance, fuel allowance and welfare) stating that I am full time employed.
    I applied for job seekers the next day and was told it could take up to two months to be processed (not taking into account how long rent allowance will take afterwards).
    This morning I rang the local HSE Officer (who stopped our payment) seeking assistance while it is processed as we were already living hand to mouth and now we are starting to really hurt, and he said the application will need to be means tested and until then, we cannot be helped.
    So I asked when will the test happen and how long will it take to be processed, to which he repeated 'you will have to be means tested...' and then hung up on me!

    I am appalled that despite me being completely transparent and truthful in my dealings:
    a) my wife's payments (issued due to health reasons) were stopped because I (a dependant) am trying to start a business
    b) Because I am trying to start a business to get off welfare, my family is being 'punished' through a complete disregard of our welfare.
    c) there is absolutely no state support while my jobseekers application is being processed

    As a result, we cannot pay our bills, put food on our table or even pay rent while we wait for an indefinite time for the state to let us know what is happening.

    Can anyone offer some advice or contacts for state or independent bodies that could assist us?

    For those who might be in the same situation as me in the future, keep at your local health officer. Ours finally saw sense and has provided us with supplementary payments until I am means tested for Jobseekers.
