there is a uneven level in the garden and as a result of an underground drain the ground has subsided. If i add some sand and grass seeds will it grow okay or do i need to add topsoil.

No, you need soil. Ideally 10% lime free sand. 10% peat and 80% decent soil will give grass the best chance to grow well.
