    Where is the booster/amplifier located?
What aerial are you using, indoor/outdoor/attic?

How is the booster wired, is it aerial in -> out to upstairs TV and downstairs TV?

the white lead from the booster is going outside

Is each TV then fed from the booster?

So the question is - is the amplifier working OK or is the signal quality not good enough when it arrives at the amplifier that its boosting a bad signal that's below the threshold by the time it arrives at the downstairs TV.

What's the signal strength/quality reading like on the upstairs TV without the booster, with just the aerial lead plugged into the TV?

This is where a proper signal meter would come in handy.

upstairs tv has no signal without booster. but its strange the downstairs tv was fine before the rescan for rte 1 hd last week

A properly installed aerial should feed at least a single TV without an amplifier. I would start by looking at the aerial and ensuring it's the correct aerial and correctly aligned for your recommended transmitter and that the cable is in good condition with no corrosion or water ingress damage.

Is it a proper Saorview approved box? I think the non-approved ones don't always store the strongest signal available.

According to treeminder the upstairs TV is closer to the aerial and it doesn't get a good signal without an amp, problem with the aerial setup most likely.

Could there be an outside amplifier & the inside part is just the power supply?

Maybe that is why no signal at all without the "booster" in-line?

Masthead amp with internal power supply, that's possible, a legacy of analogue TV days maybe? If that is the case a masthead amp should easily supply a good signal for 2 receivers. A pic posted here would answer that.

The need for amplifiers has not gone away with the switchover. Masthead version just gets the amplification in before any losses, not specific to analogue TV.

Yes, I aware of that but lots of legacy setups out there from analogue days that are no longer required for DTT, removed mine as it was no longer required for Mullaghanish reception.
