With the current rule in place in Ireland to take 11 lessons before applying provisional driving licence and with possibility of failing multiple times in the practical test do you think obtaining licence in UK is comparatively easy and less expensive. Please note that I have no knowledge of UK driving licence process.

I don't think you have to do 11 lessons before applying for a learner permit? You get the learner permit after the theory test and then do 12 lessons before applying for your test for a driving license. It's the same for everyone tbh and it's going to be difficult whatever country you try to get a license in. Having a foreign license might cause uneccessary complications for you at some stage too.

There's no short cut unfotunately (or fortunately in terms of road safety).

You are required to be a UK resident in order to obtain a UK driving licence.

And this is generally true; part of the reciprocal deals for mutual recognition of driving licences that countries enter into is an agreement that each country will only issue a licence to its own residents. For obvious reasons, they want to discourage forum-shopping for the easiest test or the cheapest fee.
