You blocking it from yourself or someone else. I'm sure the someone else would not know how to unblock it if you were the one to block it.
    Youtube it, always a way

There are always ways around it even if your ISP were to block it. Just look at the recent attempts in Turkey to block Twitter as an example.

Not possible. Even if you could irreversibly block it at operating system level, the user could use a LiveCD, so they wouldn't even be booting into the OS. Block it at router level, they can use a proxy.

Boardsie Enhancement Suite - a browser extension to make using Boards on desktop a better experience (includes full-width display, keyboard shortcuts, dark mode, and more). Now available through your browser's extension store.

    Firefox: https://addons.mozilla.org/addon/boardsie-enhancement-suite/

    Chrome/Edge/Opera: https://chromewebstore.google.com/detail/boardsie-enhancement-suit/bbgnmnfagihoohjkofdnofcfmkpdmmce

    Then block proxies.

Which ones? Hell, setting up your own proxy is pretty trivial if you have any kind of technical ability

Depends on how much you control that computer and/or the router they use to access the web. Also how technical they are.

Are you looking for some form of parental control/filtering application?
Or just filter one or two sites ?

If someone was not technical, then you could alter their hosts file, typically residing in C:\Windows\System32\drivers\etc\hosts

And add a line at the end.
Eg. if you wanted to block www.boards.ie you'd add the line
    127.0.0.1 www.boards.ie

Or if you control a home router, then depending on the make and model (you may have to post that here), there may be parental/content filtering available to you there.
