Any form of broadband for someone in Westmeath?

My sister in law lives in Westmeath. (In a rural area just outside Moate)

She is unable to get broadband from anywhere I can find. At the moment she uses a mobile dongle from Vodafone. The signal is really slow (pretty close to dialup) and also intermittent. She often can only receive any signal while upstairs in the house. The last time I visited I had an iPad with a 3 sim in it and the coverage was even worse.

I contacted 3 about the National Broadband Scheme and they said she is outside of its area. (They did say her coverage was good - unfortunately from experience it is not)

I have found a map from something called the Rural Broadband Scheme - she falls within the coverage map on this.

Can anyone advise on anything that might be available to her? She is limited by affordability so anything with a high monthly cost and significant capital expenditure is out.

She would be delighted with the speeds and costs attached to the National Broadband Scheme.
