NCt tail lights pass or fail

a mate of mine has an Opel Zafira, the tail lights are made up of a double layer of plastic lenses . Now on his car these lenses on the outer edge are cracked or broken. However they are not the red/orange brake/indicator lens which is complete underneath. Question: is the broken clear outer casing an NCT fail?
