Locked out of laptop

Hi guys was doing a bit of tidying on my laptop and restored it to a few months ago, using system restore. I'm now locked on the user login screen. I can click my profile but then a screen comes up saying "the user profile service failed the sign-in. User profile cannot be loaded." I can flip between both screens pressing the ok button but that's it. No place to login or switch users. Googling online is of no help as it just mentions safe mode and I can't even get into that. Any help GREATLY appreciated. It's a Packard bell running windows 8

Turn it off by pressing the power button, then turn it on again and go to safe mode usualy pressing F8 on boot gets into it, then select last known good configuration, I think that option is on Windows 8 but not sure, if not just go to safe mode to see what's your problem.

Thanks for the reply. I've turned it off before and tried the f8 to get to safe mode but it doesn't work. Can't access safe mode at all. Maybe it's a diff button?

Seen that web page earlier when I was googling. Doesn't work for me unfortunately

That's your bios setup, no good to you, did you try the delete button while booting or have you tried recovery usually pressing F11 while booting and that could get you into repair PC where you could select system restore or if that didn't work you could do a full system recovery, back to factory settings.
