    Whats the procedure??

Say if there's a car crash down the country, do the local gardai contact the local newspapers or vice versa?? How does it eventually get broadcast on the national news??

Local garda would rarely contact the press - locally your probably hear about it.
If it's a serious one, then the authorities might be obliged to contact the AA (if the roads was closed etc) and the likes - so these things just filte/seep out

Journalists are big users of Twitter so any mention of a local incident and they'd spot it and be there pronto. Down the country bad news travels very fast and with their professional antenna always alert, they tend to find out very quickly if there's anything happening.

For car crashes that involve serious injuries or fatalities the local gardaí will pass on the information to the Garda Press Office in the headquarters in Dublin.
They then issue a press release with details of the incident which is generally how it becomes known nationally.
Senior gardaí or a member of the fire brigade who are dealing with the incident could also contact local press people that they know and have regular contact with informing them of what happened.
Then there are members of the public who phone the radio or tweet about a serious crash which gets the word out as well.
