Jobseeker and PPS number: problem.

    Hi All,

    I need some advice here.

    I am currently hosting here in Ireland (temporarily) a friend that has no job and is looking for one over here.

    He has no PPS number, no bank account and, as he is hosted by me, no utility bill or rental agreement as proof of address.

    The only option I could think of was to write a letter in which I declared he was temporarily residing at my address, but Welfare requested the rental agreement in my name.

    Here comes the absurd: my lease agreement covered year 2013 and it is now expired, although I automatically acquired security of tenure up to 2016 under part 4 of the Residencial Tenancies Act 2004 ("Part 4 Tenancy").

    So my letter is apparently useless.

    I cannot put utility bills in his name, as it would mean ending the contracts with the utility providers that comes with a fee.

    He is being refused jobs because he has no PPS number (although it shouldnt be this way, it is), he cannot request a PPS number, neither can he open a bank account or have a rental agreement / lease in his name.

    HOW DO I GET AROUND THIS HEAD WRECKING PROBLEM?

    I've been told that he could try buying a dog license from the council, and getting that posted to him. And that you don't actually need a dog to do this. Now - I have no idea if this actually works, but have heard about it a few times.

    Another option is that he moves into a backpacker hostel for whatever is their minimum time to give out a letter (was about 3 weeks) - this is a routine the hostels are well used to.

    Or can you get a new lease from your landlord?
