I ordered something from america for approx €78 and got a customs invoice from fed ex for €37. This seems very high, is there any way i can challenge this?

You purchased from outside the EU so are liable for vat and customers duty which FedEx pay on your behalf and then collect from you, plus their fee for doing so. It's in their t&c. About all you can dispute is their fee but good luck with that!

it just seems almost 50% on top of the original order seems really steep

A few quid of that will be the fedex fee.

Under 150 euro (as I remember) there shouldnt be no duty fee only VAT . Plus handeling fee around 10 euro depend the company.
Unless you undervalued your package (requested seller to mark it lower value than its worth - customs arent stupid) it seems to be way too much.
What you need to do next - you need to pay fee requested and dispute invoice afterwards. There is absolutley no point to argue with them upfront.
If you make right calls (talk to customs not fedex) then you'll have your overpaid money refunded next couple of weeks. They are bloody chancers..

Dealing with DHL and TNT a lot - very similar issues time to time

You should ask them how they calculated the amount. Seems wrong to me.

    3. Consignments of Negligible Value

Consignments not exceeding an intrinsic value of €150 may be imported without payment of Customs Duty. (Intrinsic value is the value of the goods alone, and does not include insurance and freight). Consignments not exceeding a total customs value of €22 may be imported without payment of VAT. (Customs value is the value of the goods plus insurance and freight (which includes postage costs (CIF value)). However, it should be noted in particular that there is no relief (from Customs Duty, VAT or Excise duty) under this negligible value provision for importations of tobacco, tobacco products, alcohol products, perfumes or toilet waters irrespective of their value.

Is that including or excluding the price of shipping?

That seems high, I got a package from US valued at €72 and I paid An Post €18 customs charge. How much would fedex fee be?

    84.67
    Ref: 24492154056849490688531
    112.94 USD @ rate of 1.333884
Includes a Currency Conversion Fee of 2.75%
    18.71CR

Original charge on credit card was €84.67 (for three items of jewellery the missus ordered on my card). Then they emailed and one of the items was out of stock and they refunded €18.71 so the actual order value to be delivered is €65.96 and they want €37 before they deliver??????

€15 of that will be a fee from fedex themselves.

That's 19.2%. Not nice, considering they have already been paid for the delivery of the goods.

The invoice from Fedex should give you a breakdown of costs , VAT , handling fee etc .

The invoice is probably made up of , VAT , handling fee , and then VAT of 23% on the handling fee .

Its a flat fee. The value of the goods doesnt come in to it.

I know. What I'm saying is that when that fee is almost one fifth of the value of the goods that were purchased, it would leave rather a bad taste.

I have been buying from the U.S for years and I have only ever had to pay extra when the goods were delivered by Fedex and Ups.
However if the goods were shipped by regular post regardless of value, I never got charged a cent extra.
