Twitter - tweets only go so far

Hi folks, Have a quick question about twitter, i'm a newbie to it myself so i'm sorry if it has been asked before. When viewing someone else's timeline who follows me, the tweets suddenly stop coming and i see 'back to top' on the screen, is this normal or can you not see all the person's tweets?
