Section 47...should I qualify?

    I've recently seen a site for sale in the area that I grew up in. It has full planning permission, subject to Section 47 rules.
    I'm not currently living in the area as I have been renting in the city for the past few years. My parents still live in the area and have done for over 30 years. I'm wondering if, although I'm not currently living there, the fact that I am from there, with immediate family in the area should be enough to qualify as a Section 47 applicant (the site can only be bought by someone who meets the criteria).
