Doubtful. Most pharmacies etc will know of the scheme and inform accordingly. Moving forward he can try get the meds for the illnesses on the list covered but lots of LTI are not covered. Asthma is a major one not on the list.

Here is the claim form if he has over paid prescription charges.
he should have paid no more than €25 per month.
Long term illness only applies to certain conditions. Here they are:

The medical conditions that qualify under the Long Term Illness Scheme are:
    • Mental handicap
    • Mental illness (for people under 16 only)
    • Diabetes insipidus
    • Diabetes mellitus
    • Haemophilia
    • Cerebral palsy
    • Phenylketonuria
    • Epilepsy
    • Cystic fibrosis
    • Multiple sclerosis
    • Spina bifida
    • Muscular dystrophies
    • Hydrocephalus
    • Parkinsonism
    • Acute leukaemia
    • Conditions arising from use of Thalidomide
If he is suffering from one of these conditions, then it was his GPs responsibility to ensure that he was signed up to the scheme.
