Fixing up a Shed

Ive got a smallish shed Id like to do up a bit to keep some of the cold and damp from my bikes. The main problem is damp.

It is built of concrete blocks. Plastered on the outside. Galvanised roof with a thin layer of felt under. Concrete floor and a sturdy wooden door with a large sloping gap between it and the ground.

Would there be much advantage in blocking the draft under the door and plastering the walls or putting up some sort of insulating board on the wall?

Id like to hang some bicycles off the wall when its finished.

Where is the dampness coming in? Rising from the bottom of the walls or coming straight through the walls
