Is this a leak? (photo)

The paint seems to be lifting away from the wall as you can see in the pic. There's a ridge running all the way down, and has a different hollow sound when I knock on it compared to the surrounding area. Let me add that there is some mould at the top corner and bottom corner, but nothing in between.

Could be, is there a bathroom or water pipes the other side of that wall?

It does look to be a leak to me, check the area above the ceiling, carefully check nearby radiators and the radiator valves.

This might sound like a stupid question but is there any sign of water? That should answer your question.
It would probably be best to scrape away all the loose/hollow looking paint and see if its damp beneath.
Its going to need to be removed any way so that you can repaint area.

By the way, I think you will find mould beneath the paint running all the way down the wall. I'd put money on it

Yes I'm pretty sure there is a leak from the top corner of the wall, just above the photo. It got pretty mouldy until the landlord cleaned it recently.

By the way folks I have fixed the link so you can see the pic.

This apartment was built around 2005, it is well insulated and has open vents in all rooms. The house is always cosy except for this one room which takes ages to heat up and is always cold and damp.
