I currently have my old car up for sale however the tax is due to expire at the end of this month. I am driving my new car so old one is being stored in a garage.

Do I need to declare the car as off the road now or can a new owner (once sold) declare it before they tax it for the first time?

New owner is only liable for tax from the beginning of the month they become the registered owner.

Once you plan to sell the vehicle, you don't need to declare anything.
However it's not a bad idea to declare it off the road, in case you change your mind about selling. You can declare it online with few clicks.
