Would tiles need to be taken to fit flooring like this or would it go over them?

    Is this laminate any good?

You can lay laminate over tiles as long as they are secure, don't have any protruding tiles and use the polythene foam underlay padding.

If the tiles are level like a flat untiled concrete floor then yes. If there are any tiles that have corners sticking up, not level - then no.
