Can a pub close off a section of its premises and turn it into an off licence ?

Does it need a separate licence for on and off sales?

Yes, but there are rules. They would need the correct alcohol licence and possibly planning permission and a fire certificate. No doubt Revenue also have rules.

I'm not sure of the exact details, but one premises can have both. I not sure if joint licences are available.

There is an Off-License in Sallins organized in the very same way. Seen few more pubs having the same set up. Off-License is separate license afaik.
There is a separate entrance but the customers do have a view of the pub.

I believe a publican's licence (aka an 'on' licence) allows you to sell for consumption on and off the premises but the regulations on opening times applying to off-licences would apply so if someone walked in off the street and tried to by a bottle to take away at 11 p.m., they'd have to be refused.
