Can I insure a car that has been declared off the road. I'm wondering because I'm going looking at buying a car and if I can't get insured in it when it's declared off the road I won't be able to drive home with it.

    Yes of course you can.
Off-road declaration only applies to motor tax.

Also notice, that once you buy a car which was declared off-the-road by previous owner, this declaration becomes void at the moment of transaction.
So once this car becomes yours, it's not declared off the road anymore.
