Can someone tell me when the cert of completion is provided - is it before or after snagging list is complete?

'practical' completion - is your building practically completed? ie can you move in?

yes COC is issued before snagging at which time the builder generally get 1/2 the retention monies s/he is owed. the 2nd half of the retention monies is held for a period stipulated in the contract, assuming there is a contract..
