I have a lovely picture fro an old magazine I want to frame for my brother but unsure as what frame would be nice. I was thinking a frameless one but getting a mount? The print is A4, so does that mean I need to get an A3 frame and an a4 mount?! Can't find the info on google :)

A certificate frame might do it for you. Its a4 appature and a slightly bigger frame.
