Books portraying what films can't

This might be a bit of a controversial one. While reading "Middlesex" last night, a thought occurred to me.
Why can books portray topics that in other media (e.g. film, photography) would be banned straight away, or deemed illegal?

What would be classed as child porn in films is often written about in books, and no one bats an eyelid. From the experiences in coming-of-age books to extreme examples like Stephen King's "It", I've come across it many times in my years of reading.

Just curious what people's thoughts are on this.

Child porn in a movie would presumable involve a child actor. Child porn in literature involves your imagination.

I imagine hardcore child porn stories are very much illegal, but you're right, the scene from 'It' is very questionable.

Ok, how about a picture/ comic book then?
If IT was made into a graphic novel for example would that scene be in it?
I would imagine they would be illegal if so.

Cartoon portrayals of child porn are illegal, so I doubt it.
