Can a stepfather who is not married to the mother of the child (yet) become a guardian of the child?

Generally not. Someone who is neither the child's father nor the child's mother can only become a guardian if the child has no guardian. As long as the child's mother is alive (and the child has not be adopted) the child has at least one guardian, so the stepfather could not be appointed.

If the mother was the sole guardian, she could make a will appointing her husband as guardian in the event of her death while the child was still a minor. But of course that wouldn't take effect until she died. And, in the meantime, the natural father could apply for guardianship at any time.
