    I will be purchasing a property in March : Is my Local Property Tax prorata for the period in year when it is owned by me : ie 9/12 of total amount due in 2014 ?

    Whoever owned the property nov 1st, 2013 is usually the liable person for all of 2014.

    Anecdotally there seems to be an attempt by some property sellers to claim that the buyer has a pro-rata obligation to pay a share of the property tax for the rest of year in which they buy it.

    This is incorrect. As MBateson says, the owner of the property at 1st November is liable for the next year's property tax.
