my father is insured on a 1.4 vw golf, is it possible for me to also be insured on this car with a different insurance company?

Would be cheaper if you were a named driver I'd say

Only the only of a car can insure said car.

No. A car can only have one insurance policy on it at a time.

The owner insures the car. He/she then names another driver.

Only the owner can insure a car and only one policy can exist on the car. You can of course be a named driver.

Personally I'd love if it was possible to take out a personal car insurance policy i.e. On you, not a specific car. Happily pay for the privilege because there is upwards of 5 cars I occasionally would have to drive. Wouldn't be that hard to implement and as regards a disk, you could just be issued a credit card style cert for your wallet.

The problem with that is the driver is only part of the risk. They could do this with a third party only policy, as it doesnt make a whole pile of difference what you are driving as they wont be covering it, but for fully comp they would need to know what the car in question is when it comes to pricing the policy.

Well, its pretty easy to factor that into the price of the policy. You want to drive anything? Well you pay for it. I'd be happy to. My premiums / quotes have been anywhere between €500 and €2000. And over 25, it doesn't seem to matter a whole lot unless its something super rare or exotic. Definitely a market for it, in my opinion anyway.
