Yes you can repair it. Is it a felt membrane or a breathable membrane.
Cut a square of which ever material bigger than the Hole. Then depending on material use something like Tec7 or a Felt repair adhesive to 3 sides of the patch
top and 2 sides. Feed it through the hole and press in place then when that's set stick the torn edges to the patch you put in. Then when that's set cut another patch and feed it out through the end of the first patch that's not glued. Then stick it to the sides and top of the Hole on the inside.
    I hope this makes sense.
what your'e trying to do is run any rain that's coming down the roof past the Hole with the first repair. Then make sure any water that get past the first repair it finds it own way out again.

Much easier to repair from outside.
Remove the tiles back up to the next lap above the hole.
Remove the nails from the laths that go into the rafters both sides.
Slide a new piece of membrane under the laths, lift the lap and make sure your new piece of membrane gets well up under the top layer of membrane.
Replace the nails you removed, replace the tiles, job done.
