If somebody loaned money to a friend, the friend said he would pay it back, and the friend refused to pay it back is there any recourse that person could take. Is it simply taken to be a gift if there is no written agreement stating otherwise ?
Or just write off the debt, and the friend ?

I'd say write off both. What documentation do you have to even support that money was handed over?

    Bank electronic transfer

    Bank electronic transfer
Okay, so that's better than nothing. Is the amount significant enough that a a court may not believe that it could be given as a gift?

Was anything ever paid back or was it ever referred to in email or text for example?

Nothing was paid back. Its been about 4 months. I have an email from him giving me his bank details so I could make the transfer at the time

Would it be worth OPs while replying to the email, and politely ask for him to repay the loan, to see if the friend responds with enough to hang themselves, as it were?

    I'd completely agree with this...

Drop them an email with the original discussion included essentially. i.e. an outline of the agreement and ask when is he/she going to start making payments or pay off the loan.

Depending on how they respond then you have enough evidence to pursue further. All of my Judge Judy watching coming in useful here :)
