I was banned from driving twice before I even got my license up north. Moved across the border and started a clean slate and done the right thing and passed my test. Been driving 10 years, no pen points etc.... Wanting to know if I change my license over to a NI UK license, will my bans show up and if I go for insurance, do I have to declare the bans.

Points stay on your driving license for eleven years in case the offence is ‘drinking or drugs and driving’ or causing death by careless driving. Reckless driving, offences resulting to disqualification from holding a full driving license are retained for four years from the date of conviction. Other offences stay for four years from the date of offence.

the uk police can look it up forever

All of this is wrong. See here: http://www.citizensinformation.ie/en/travel_and_recreation/motoring_1/driving_offences/penalty_points_for_driving_offences.html

Penalty points only ever last three years. Serious road traffic offences result in court appearances and convictions. Bans can be a result of this. Convictions currently remain on your record.

I don't know whether some people just make things up in their heads and think that's the law.

I read that as he committed the offences in NI at a time when he was resident there and not licensed anywhere. Drink/drug driving and death by dangerous driving etc can remain on a UK driving record for 11 years.

That was not I believe the OP's question. The OP received 2 bans in NI a number of years ago. (To the best of my knowledge the DVLA create a phantom license, and as soon as the person gets a driving license, the ban is then attached to the new license). The OP got a learners permit in ROI and passed the test 10 years ago. The OP wants to know will the two bans show up if he changes his license for a UK one.

So, if the OP never had a licence, then the points are still waiting for him, but if he had one, then are most likely "gone" by now.

    My bad, apologies sawdoubters.

I had misread the OP to the effect that he moved to NI rather than the other way around.
