It was 3/4 years ago, but I travelled from Dubrovnik down the Montenegro coast by bus. Would recommend stopping in Kotor for few days, beautiful old walled city, we passed through Budva, and stayed in Petrovac just slightly further south. I think Budva is very typical holiday resort, lots of bars and standard european menus. Petrovac is a much quieter version.. depends on what you are into I guess.

Easy enough by taxi from Dubrovnik but there are buses too and dirt cheap. Border can be a little slow. I haven't crossed that border since Croatia joined the EU so not sure if it has got worse - more likely a problem on the way back.

I have used a small hotel in Budva - Kangaroo - owned by some locals who have lived in Australia. They offered a pick up and return service to Podgorica, so they probably do the same from Dubrovnik. Small simple hotel but nice and just off the beach.

Budva is OK but the infrastructure is a few rungs lower than what you will find in Spain etc. There's a big "Butlins" style operation in the town; very popular with Russians who fly into the charter airport at Tivat.

The beach at Budva itself ("Slovenska") isn't great - stony - but nice seafood places along the beachfront. There are nice beaches along the coast within walking distance. Probably a few hot bars in the old walled town but I never bothered. The huge beach at Jaz (a couple of k's outside town) is famous for holding concerts (Madonna, Rolling Stones) and it used to have a nudist section, but not sure if it still does.

I don't think you will need ten days around Budva but Kotor is well worth a visit. From Dubrovnik you can either take the road around the bay (through Kotor) or a ferry across the mouth of the bay.

The walk along the coast from Budva to Petrovac and on around the headland to Sveti Stefan is nice. SS itself is worth a look but very expensive; the (excellent) beach is for residents only I think.
