It was only introduced, not passed by my reading. So no, it doesn't apply to anyone as of yet. Will only come into effect when passed and you can be sure there will be a massive (And meaningless) media campaign when it does.

How about ya don't worry about whether they apply to you and drive in such a manner as to not accumulate enough points to put you off the road
