Freelance - contacting interviewees?

    Apologies if this is a question with a glaringly obvious answer, but I'm not sure of the right approach so I figure it's always best to ask. I'm currently devising a pitch to send off, I've a few magazines which I think might be interested in my features idea, however there are four potential interviewees I have identified (I'll need a minimum of two to give scope to the article) and I've never contacted these people before.

    Should I contact the interviewees before I send off the pitch to see if they'd be interested in contributing, or should should I wait and see if there's any interest in my pitch and then contact the interviewees because I'll have a definite publication identified? I've never been in touch with the potential interviewees before, and a lot of the idea depends on them agreeing to be interviewed, but I'm not sure how you approach potential interviewees without guaranteeing that the story will be published/without the backing of a publication?
