EU migrants entering Ireland and welfare

    Just wondering whats the criteria for a person arriving from the EU in claiming welfare while looking for work in Ireland.Are there restrictions or are they treated like any Irish person in that they can sign on straight away.

    saw that allright still really doesnt answer my question-this residence thing -is it if you plan to stay in ireland you can sign on ?

    Once they have proved to the satisfaction of DSP that Ireland is their main centre of interest, then they will have fulfilled the Habitual Residence Condition.
    Fulfilling the Habitual Residence Condition can be very very difficult, demanding, documentary evidence heavy, and very time consuming.
    Note it also applies to returning irish emigrants.
    But if they do fulfill the HRC, they then have to fulfill all the other conditiions for Jobseekers Allowance.
    Note also if a claimant has been receiving Benefit in another EU country for at least one month, he or she can transfer that entitlement to ireland , but they must see to that themselves before they come here.

    If they are just off the plane/boat and looking to claim welfare they will not be deemed habitually resident in the state and will not receive welfare payments. On the other hand if they are in receipt of the equivalent of jobseekers benefit in their home state then they could transfer this benefit while they are looking for work but they need to do this through their home state.
