Is this caused by the gutter pipes been full of debris and needing a clean. Its the pipes at the side of the house beside the roof that when it rains theirs a pot in the middle where water drips down

Clean out the gutters for a start, they might need replacing, any photos?

Is there a sag in the gutter? perhaps a bracket is broken?

Alternatively, is there sufficient slope on the gutter for the volume of water its collecting? I'm in a semi-d sharing a gutter with my neighbour. There was insufficient slope on the gutter causing it to overflow on my side. I had to put a stop in the gutter and insert a new down pipe to overcome it.

Sounds like your gutters are full of muck. Have a look at a new gutter I seen it at a trade show in Belfast, it's called <SNIP>. No leaves, moss or twigs can get, its almost fully closed in, so birds and furry fellas can't get in either.
