Build or buy PC on a budget in Ireland

I do lots of video editing for YouTube
    ( captured from console)
    ...and some minor PC gaming
( League of Legends and minecraft to be precise ).
All along I was using a laptop to do this and it was enough to get by... Barely... Nothing special, just a average HP G61 notebook running a Celeron(R) Dual-Core CPU T3100 @ 1.90GHz and 3gb RAM
This laptop is on its limits when running multiple programs and often crashes out to the "crash dump files" screen. Things like this are pushing the cooling fan to its limits. For example running huappage total media and Xsplit... or running League of Legends and Fraps.
I've decided I want to either buy or build a good PC (from scratch).
    I have roughly a E500 budget.
I have no monitor, mouse etc it's from scratch..
I have a slightly above basic idea of PC's and if it's a cheaper optioni could definitely undertake building one myself but...
Can anyone point me in the right direction? Even recommend a good CPU, GPU with my budget ( and planned usage) in mind?

Budget is E500 ( with some flexibility )

Purpose is video editing, gaming and live streaming as I game ( league of Legends, Minecraft )

    Need windows

Have no old parts (building from scratch or buying )

    Need monitor (any size )

Need pripherals ( if building it's from scratch )

Would prefer to avoid over clocking

    Can meet most payment types

Purchasing by the end of January 2014

I'm based in Cork city outskirts

My main concern is that it can handle the multiple programs and task running simultaneously with out strain.
Thanks, hope this information helps people to see what I'm trying to achieve. Any help would be appreciated.
