Text to speech for email ?

A friend of mine purchased a Huawei Ascend 510 smartphone over Christmas.
He is using it as a secondary internet access device.
He has stayed with a bog standard Nokia for his daily business use.

He has moderate to severe dyslexia and, in the past I've setup TextAloud on his Windows laptop to read his e-mails.
Surprisingly he copes well with visual stuff such as DoneDeal and websites that sell equipment in the domain/field in which he works.
Anyhow - I am more an iOS/iPhone guy and I tried to see how I could setup text to speech on his Android phone.
The settings seem to indicate (in Accessibility) that there is a TTS engine installed with an English narrator.
On iOS I can simply select text and there is an option to speak the highlighted text.
Is there an inbuilt or 3rd party solution to this on newer Android smartphones ?
Ideally he would like to be able to have it speak back selected text on the Chrome browser and the email app.
