Will Windows OEM license hinder future upgrading

My understanding is that OEM is specific to a machine and it uses the motherboard / CPU IDs to determine this. If I want to upgrade my CPU or motherboard in future, will my OEM version of Windows no longer work?

Its tied to the motherboard.
I've had to rma a mobo and needed to reinstall on a backup board and then on the returned board and it worked fine.
You may need to activate it over the phone but there seems to be a little leeway with OEM licenses.

Cpu can be changed without any issues.

It's tied to the MB but, you can replace the motherboard very easily (even to different models/sockets) and still re-activate OEM copies. You simply ring a microsoft number, and deal with a computer auto-prompter. You select the option that you're reinstalling on the same computer, and then it reads out long series of activation codes you enter. It's that simple.
