how best to use target heart rate?

    my goal is to focus on endurance , hill walking , multiday hikes that sort of thing but I only have the opportunity to go out about twice a month in between Ive been jogging (up to 10K) . Recently joined a sports club that has a gym attached so aiming to do that twice a week. So for example if I do 30 minutes on a cross trainer I warm up for 5min and cool down for 5 min and try to stay at the target for the 20 minutes in the middle. The thing is I dont feel flat out at the target rate. is it "unsafe" in anyway or counter productive to push it 10 or 20 bpm further for say 5minute in the middle?
