RTE radio accepts poor audio quality from independent producers

Last Friday (the 27th December) had RTE Radio 1 on in the background.

Show called 'Don't Quote Me!' came on at 1:30PM for half an hour ("Comedy actor and writer Sean Hughes hosts a special edition of the wordy game show")

The audio quality of this was poor, inferior to regular RTE Radio 1 sound, with 'broken glass' type digital audio artifacts riding on speech. It sounded like some low bitrate digital/DAB station coming through my high-spec FM receiver.
At the end of the show listeners were told it was an independent production for RTE by 'Sideline Productions'.

Is it not too much to ask that RTE insist on actual CD-quality, zero lossy compression, audio from independent producers?

2fm was sounding a bit muffled today in the car on 91.3. 90.7 sounded a bit better but still not perfect . Maybe they're having some problems
