Tyre / Brake clearance problem

    Hi everyone

    Any thoughts on this conundrum would be appreciated.

    I'm building up a bike from scratch and have hit a problem with clearance above the front wheel:  the tyre hits the bottom of the brake. The manufacturer of the fork has told me that the 25c tyre I'm using should cause no problems with the fork. I believe the max size the fork allows is 28c.

    The parts I'm using are:

    Lynskey 2014 Carbon "Sport" fork
    Fulcrum Racing 5 front wheel
    Campag Athena dual pivot front brake
    Conti 4000s 25c tyre

    The possible causes I see are:

    1. A problem with the fork: brake hole drilled too low, or at an angle which lowers the brake relative to the fork. Seems unlikely, and the fork certainly looks fine visually.
    2. The brake is lower than it should be for some reason. The bottom of the brake arms do come below the top of the fork, but I presume this is normal and certainly wouldn't have thought this would knock two tyre sizes off the possible choices?? Brake looks problem-free as well.
    3. The tyre has a bigger circumference than a standard 25c. This seems the most reasonable to me...

    Has anyone found this tyre to have a larger profile than other 25c's? If so, I might give another brand's 25c a go. Unfortunately I just don't have any lying around conveniently at the moment.

    Do Athena brakes tend to restrict tyre choices due to the low height of the brake arms relative to the fork??

    Any other ideas as to what is going on here?  I can of course switch to a 23c tyre which I think should get me on the road, but I'd like to know if there's a problem with the fork or brake first. I'd also like to use 25c tyres if at all possible...

    Here are two photos. The first shows the obvious problem. Looking at the second now - is it just me are are these some bulky looking 25c's?????

    Unfortunately I don't actually have the bike with me so I can't get better photos for now.

    The build isn't finished by the way - obviously! The tyre thing held me up for a bit while I scratched my head, and then I had to leave it. Looking forward to getting this thing on the road though...
