is there a private company checking on people using phones when driving?

    saw a guy being pulled over by a large white van the other night .. and a guy was saying it was because he was using his phone..

    why was this not the garda or why was the van unmarked any one know? odd...

    How do you know it wasn't a Garda? Guards can be in plain clothes too an guess what they have unmarked cars/vans too....shock horror!
