Expired Provisional Licence

    My friends provisional licence expired over 10 years ago, I take it she has to start from scratch again with a theory test etc or can she just apply for a renewal?

    Yep. It can be expired for more than 5 years, or you have to start all over again.

    My 2nd provisional expired in 07-03-13 and first got it in 31-08-04. Am I allowed to get a 3rd provisional or am I off the road? I was away travelling so only back and I noticed how out of date it is.

    Would anyone be able to advise me please?

    You certainly can get a third (and subsequent) learner permit. However, you'll have to apply for a driving test and present evidence of that forthcoming test with your application to the NDLS. The confirmation email you get on applying will do fine. You will then get a one-year learner permit. Note that if you present evidence of having just failed a test with your application you'll get a two-year permit.
