Jobseekers Deduction - LKC

Friend of mine collected Jobseekers today and there is a Deduction listed as "LKC" in the amount €21.23. Any idea what this is? I am stumped. Of course he goes to ring the office and is on the line for 52 minutes before giving in - so no help there.
