I started a thread on this over in Motors here

Very vague stuff that (as someone said on that thread) most people could come up with - not quite the full list of roads and their proposed limit changes you might expect.

The average speed cameras on motorways (many of them virtually deserted - the M8/M9/M3) and removal of clear limit signs seems to be all with the aim of increasing revenue from speed checks and nothing to do with "safety"

We seem to have long since abandoned any acknowledgement of the 'Rules of the Road.'

Now, it has simply been replaced by two rules, thou shalt not speed, and thou shalt not drink and drive.

It appears that anything else you do in a car, no matter how ill educated, ignorant, or deliberately obstructive you are, you can drive however you see fit, so long as you are keeping within some arbitrary speed limit.

Is it that we have simply given up trying to enforce the unenforceable?

Or is it that motoring revenues are far too lucrative for the state, that we would have anyone and everyone out there driving in any manner they see fit, no matter how inadequately, so long as the state is reaping their motor taxes, fuel taxes, tolls, fines, etc?
