stuck excelerator cowl

    There is an excelerator cowl on top of a flue stack connected to a small wood burning stove in our house. I remember it used to rotate a few years ago when we bought the house. But now whenever in use (or not), it doesn't rotate anymore. It is very hard to access it, so before embarking on finding away to go up to it:

    1. Are they known to get stuck / give trouble?
    2. Is there a change that could be made "unstuck" if tapped with a very long pole?
    3. Is it possible to do anything about it from the bottom of the flue?

    Bearings will be ceased. New cowl required.
