Seems like they pick a name out of hat. Anyone else have similar experiences?

We are living in uncles house that he ownes here he lives in london. He paid the original household charge. But my wife got the letter for the property tax. We sent it back saying we do not own any house. Surely they have a record of the uncles original payment for the household charge and would have sent him the property tax form. Seems to me they just take names from the revenue and send them the letters even though they don't own any property.
