Tee Off - Rules Question

There is probably a straightforward answer to this but it came up at the club house yesterday and nobody was too sure so I said id try here.

Scenario: An average high handicapper golfer is on the Par 3 16th with a six iron in hand. He swings and hits the ground before the ball but doesnt make contact with the ball. Obviously this counts as a stroke but for the second shot, is he allowed to use the tee for his ball or must he place it on the grass?

My opinion is that he plays it as it lies and so it stays on the tee.

On here the more important aspect of that story is, what was his handicap ?
What club was he from ?
    Was he laying up ?
    :)

Handicap was 21. Club is irrelevant. He was most definitely going for the flag!

Greebo probably thinks the reason hes off 21 is cos he didnt lay up on a par 3

OP -once you make a stoke, the ball is in play. Thus... you play the ball as it lies (from the tee in this case). I think if you placed it on the grass, it would be a 1 stroke penalty for moving a ball at rest and also another 1 stroke penalty for not replacing it.

now now girls, it's not fair when Greebo is not here to defend himself.
It's ok to lay up when you putt like a pro remember ;)
